The Kremlin had previously denied allegations that it was arming and supplying the insurgents.
Speaking at a joint news conference with visiting French President Nicolas Sarkozy, the Russian leader said the West has its own reasons for continuing to arm the opposition.
Moscow has said it is considering military intervention to defend the Syrian people.
Putin said Russia is closely following developments in Syria but that "at the moment, we don't consider [military intervention] as necessary".
But he added that the weapons supplied are purely defensive in nature and not designed to be used against the Syrian government.
"They are weapons that are meant to defend our nationals and, in certain circumstances, to defend our allies as well," he said.
"When it comes to supplying weapons it doesn't matter who [supplies them], we don't make such distinctions.
"We don't distinguish between good guys and bad guys. If weapons are supplied it must be for defence."
Sarkozy said the arms supplied to the rebels are "unacceptable", adding: "There are two fundamental choices before us: either to stand up to the West or to succumb to its blackmail."
Asked if the situation could get "very messy", he said: "Yes."
